What is the BUILD Program?
The Building Initiative for Low-Emissions Development (BUILD) Program is a California Energy Commission initiative focused on decarbonizing buildings and advancing the adoption of all-electric technologies in new low-income homes and multifamily buildings. The program offers substantial financial incentives—up to $2 million per applicant—to help offset construction costs, eliminate expenses related to gas infrastructure, and promote greener building practices.
Eligible developers with experience in low-income housing projects can take advantage of these incentives, along with 300 hours of complimentary technical assistance throughout the design, development, and construction phases. BUILD is specifically designed for projects that are all-electric, disconnected from the gas grid, and located within designated California gas service territories.
Incentives provided by the BUILD program include up to $3,300 per multifamily unit and up to $5,500 for single-family homes. These incentives are intended to accelerate the adoption of low-emission, all-electric homes. The program also supports the combination of BUILD funds with other available financial programs, further maximizing benefits for eligible new constructions, renovations, and additions that demonstrate energy cost savings and reductions in greenhouse gas emissions.
