What is the BUILD Program?

The Building Initiative for Low-Emissions Development (BUILD) Program is an initiative by the California Energy Commission aimed at decarbonizing buildings and promoting the adoption of advanced all-electric technologies in new, low-income homes and multifamily buildings. BUILD offers substantial incentives, including up to $2 million per applicant, to reduce construction costs and long-term utility expenses, eliminate costs for gas infrastructure, and encourage greener construction practices.

Eligible developers with experience in low-income housing projects can benefit from these incentives, along with 300 hours of free technical assistance for design, development, and construction phases, ensuring support throughout all stages of development. BUILD targets projects that are all-electric, disconnected from the gas grid, and located within certain California gas service territories.

The BUILD program offers significant financial incentives providing up to $3,300 for multifamily units and $5,500 for single-family homes. These incentives aim to drive the adoption of all-electric, low-emission homes. The program encourages the layering of funds with other programs and BUILD incentives to maximize benefits and supports eligible new constructions, renovations, and building additions that demonstrate utility cost savings and greenhouse gas reduction.
